FASCIZATION OF THE REGIME IN ACTION
In the Russian city Novosibirsk, for a few months there has been a confrontation between the government and pensioners, picketing the regional government headquarters demanding the lifting by the governor, of his decision to deprive the pensioners of the right to move freely around the city by public transport. After each action, the police have been drawing up protocols of "administrative violations" against is the organizers of the protests.
In our hands fell a remarkable document, taken from the case against of one of the organizers, brought against him on January 21 entitled "PLAN to ensure public order and traffic safety during the event on Jan. 21, 2011 in Novosibirsk. The document was drawn up by police chief of MOB UVD (Internal Affairs) HQ of Novosibirsk, colonel V.I. Roppel, agreed by deputy chief of police for the GUVD chief of MOB major general of militia, A.N. Kirillov, and approved by the Chief of police in Novosibirsk, colonel O. F. Kudinov.
Briefly about the content of the document. To "ensure the protection of public order" (Note that in the protest were expected 200 retired pensioners in receipt of benefits) "an operational headquarters ," is being formed before the event and composed of: Head of Staff - Colonel of Militia Roppel, Chief of MOB UVD Novosibirsk; deputy. Head of Staff - Colonel of Militia Muzalev AV, Deputy. Head of OM number 1 UVD Novosibirsk, and Lieutenant Colonel A. Rudenko, chief OGIBDD UVD Novosibirsk, members of staff - police colonel Koparev, commander of the riot police to the NSO, police Lieutenant Colonel I.V. "The operational headquarters is located in the PPSM PPU Regiment police department for the Government building on the right side of the administration building, at the entrance to the public reception.
For "operational supervision of police" the territory adjacent to the venue of the mass protest has been divided into three " sectors »(№ 1, № 2, № 3), led by "senior sector” and with the participation of police personnel ( sector number 1 - stationed in front of the Government administration buidling, from the side of Red Prospect street, consisting of: 10 people / OM number 1 of UVD Novosibirsk and 60 other police officersof the UVD police regiment of the Government building, etc.). A "documenting group” is also being formed and led by a "senior" and with the participation of police personnel. Added to all this are being formed three "reserves", including the provision of riot police ( "reserve number 1" - riot police – 50 police posted in the area, etc.).
To "provide timely information to operational staff and warnings to the participants of the mass protest" there are " 4 groups of intelligence gatherers" from a designated place of the dislocation for the purpose of: organising the conducting of operational search activities to identify those hatching intent to commit crimes of an extremist nature, and capable of provoking group disturbance of public order ". Also have been created are two "reserve groups (FIT teams) for identifying and documenting" responsible for "providing video and audio fixation of possible illegal acts", the task "to increase the density of police patrols in the subway stations "Rechnoy Station", and "Lenin Station" "to monitor the movement of organized groups of participants by means of video surveillance, etc.
To achieve the "objectives" the following means will be used: Portable radio 15 pcs., Megaphones 7 pc., PR-73 100 pcs.; Cars - 16 pcs; police officers and reserve - 327 people. (note that in this rally there are no more that 150-200 pensioners).
To "maintain public order" Centre "E" (special department for monitoring “extremists” is being used. The case report has a "REPORT" by a senior security officer of the Centre "E" Internal Affairs Directorate in Novosibirsk region, Militia Major R. A. Dolgov. The report was sent to the head of Centre "E" police department of the Government police Colonel V.A. Pevnev. From the report it follows that the staff of Centre "E" "have the task of protecting public order, as well as fact-finding the distribution of printed and other materials of an extremist nature". During the event, the staff of Centre "E" has been given the task to "detain" one of the organizers of the event "for the purpose of drawing up a administrative report-protocol", etc.

Statement by the Mukachevo organization of the AUCPB
Recently, deputies of the Mukachevo city council decided to eliminate the central heating in the city.
Many thousands of families living in apartment buildings, are to be left to their own devices for the next winter to sort out their own heating arrangements in their apartments. And this is called the "European choice", as is constantly being repeated by our statesmen. According to the mayor of Mukachevo, Z.Z. Lendyel, throughout the civilized world, central heating is used (from an interview with local television 2.11), but in Mukachevo, the City Council can not afford it.
People who receive salaries and pensions, on average, about a thousand UAH, simply do not have the money funds to install their central heating system, which costs for a two-bedroom apartment not less than 10 thousand UAH. It is clear that the adoption of the Resolution by the City Council, will raise the cost of installing individual heating systems sharply.
With the rapid growth in food prices and tariffs for housing services, the working people will simply be deprived of their livelihood. And then there's city council’s expressed "concern" for the inhabitants of the city, thus showing that the local authorities (as well as central authorities, Kiev) is so far from the people that it is absolutely indifferent to the needs and aspirations of ordinary people who no longer live like human beings, but are struggling for survival and existence.
In Soviet Ukraine under the USSR, Mukachevites were always, day and night supplied with cold and hot water, heat in the apartments, and the price of one kilowatt of electricity was 4 kopecks and for a for two-bedroom apartment, rents (which were the lowest in the world), together with payment for all public utilities did not exceed 20-30 rubles per month.
Events in Tunisia and Egypt have shown that people’s patience will sooner or later end, and then the rulers will not be saved neither by the police nor the army.

How much more we will need to suffer humiliation at the hands of the authorities (from the central one to local one).

THREE THOUSAND RESIDENTS OF THE CITY OF VOLKHOV COME OUT TO PROTEST AGAINST IMPENDING MASS JOB LAYOFFS

On March 2, nearly three thousand residents of the city of Volkhov in Russia came out to protest against impending mass layoffs at the city-forming enterprise Metakhim. Last week, notice of possible layoff were handed to 1400 employees of the enterprise. The total number of staff at of Metakhim and its "daughter" company Pikalyovsky soda is 2500 people. Workers at Metakhim were supported by city residents, labour organizations (including Mining and Metallurgical Union), as well as representatives of the factories in Pikalevo and Boksitogorsk.
Employees fear losing the only source of income, as there is no other work in the city. And dormitory residents - mostly young families are even at risk of losing their housing.
The situation in the city-forming enterprise Metakhim in Volkhov escalated in mid-January, as a supplier of basic raw materials - Apatit (FosAgro ") was not signed to a long-term contract for 2011. Since the beginning of the year, the Volkhov plant has operated at 50% capacity and was forced to buy raw materials at inflated prices. The company Metakhim state that if the March 15 issue of the contract for the supply of raw materials is not resolved, on May 15 the company will lay off about 1,400 workers.
The absurdity of the situation is that it was created completely artificially – as up until now, the still Volkhovsky Metakhim plant was an economically sound enterprise - say workers.
The city authorities and Volkhov district authorities sent a letter to Russian President Dmitry Medvedev to help resolve this situation, and after that, the governor of Leningrad region Valery Serdyukov appealed to the leadership of FAS Russia and the Russian Industry and Trade.

DONETSK MINERS THREATEN TO FLOOD THEIR HOME TOWN

Employees of the mine-water-tower "Red October" in Enakievo, Donetsk region of Ukraine threatened to stop work and "flood" the city if they were not paid.
It has been reported by TSN, citing the press service of the Central Committee of the Miners Union of the Coal Industry of Ukraine.
"People are outraged to the limit. How far can you test their patience! Last summer, just a threat to stop the dewatering units forced the Ministry of Coal to remember us and pay four months in salary arrears, and now again the same situation, "- says the chairman of the trade union of the mine.
According to the miners who have not received salaries since the beginning of 2011, the management told them that "there is no money, and not to bother to even wait for it."
"If the water draining complex stops working, water will flood areas in which homes are located, and threaten flooding of existing mines. And then the problem of one state-owned enterprise will become an ecological disaster of urban scale, where people may suffer"- notes the report of the Central Committee of the miners' union.

On March 4, in Novosibirsk, outside the government building of the Novosibirsk region, a rally of pensioners protesting against the governer Yurchenko’s decision to abolish unlimited travel on public transport was held. At the end of the rally, protesters organized a march along the pavement of Krasny Prospect to the residence of the President Plenipotentiary in the Siberian Federal District.
The event organizer – the Organizing Committee, formed in the wake of the protest, which consists of active senior citizens, as well as representatives from many political parties and public organizations: The AUCPB, Working Russia, RCWP, Komsomol, "For Control And People’s Order" and others. At the rally and march, according to organizers, were at least 500-700 people.

BARNAUL STUDENTS DEMANDING THE RESIGNATION OF THE RECTOR
March 3, Barnaul Russian Student Union in conjunction with students of Altai State Technical University I.I. Polzunov held a protest action, demanding the resignation of the rector of the university Lev Korshunov.
At the same time Russian public organization "Russian Students' Union has launched a petion for the resignation of the rector, which will be forwarded to the Ministry of Education and Science. To date, over 1000 students’ signatures have been collected.
Note that the organizers gave notice of the action to the authorities, but in violation of law, it has not been agreed to.

Adminstration at the St. Petersburg State University (SPSU) and city prosecutor's office are checking students at the university in terms of their relationship to informal organizations and participation in protest actions, reports the Russian Students' Union, which considers this check illegal and should stop it. "We believe that the prosecutor of St. Petersburg and the administration of St. Petersburg State University violated students' rights and freedoms guaranteed by the Constitution of the Russian Federation (Chapter 1, Part 1, Article 24) and the Federal Law" On Personal Data "(Clause 1, Article 7 , Chapter 2). They say that any use and dissemination of information about the private life of a person without his or her consent is not permitted ", - says the statement by the Russian Student Union.
The Union requests that the General Prosecutor's Office and the Ministry of Education and Science clarify the validity of such data collection.
The scandal arose after the college students were ordered to urgently provide data on their participation in social movements and street protest events. A memo was circulated by the rector in St. Petersburg State University for academic affairs Nicholas Kaledin. Today, in Riga a student march took place who are protesting against the reduction of funding for art colleges.
The march began near the Latvian Academy of Art, passed to the Ministry of Culture and then headed to the Cabinet of Ministers.
Students demanded the resignation of Minister of Culture Sarmite Elerte and criticized Finance Minister Andris Vilks. They carry banners "Hands off higher education," "Do not take away funding for culture “...
In the march were politicians - representatives of the national bloc "All for Latvia!" - "Fatherland University Brivibay, Imants Paradnieks and Janis Dombrava, as well as the head of the Latvian Association of Free Trade Unions Peteris Krīgers.
The march was organized by students of the Latvian Academy of Arts, Latvian Academy of Music and the Latvian Academy of Culture.
Last week, the Cabinet decided to reduce funding for budget places in universities by 1 million lats. This means that at budget places in universities, which prepare the workers of culture and art, will have 60% less students.

The Administration of Moscow State University (Press –Media faculty) (MGUP), students and teachers who achieved the resignation of the rector, also gained a 10% reduction in the cost of their education. As recalled by the Russian student union, fees for students under contract was raised at the beginning of the school year, although earlier the university administration said that a revision of the cost of learning will not happen. Commercialization of education has caused uproar among students and has become one of the reasons for beginning an indefinite strike by students MGUP.
The participants demanded the resignation of the Rector, reduced education costs and restoration of unfairly dismissed teachers. The strike was attended by about 350 students and 30 faculty members.
In January 2011 by order of the Minister of Education and Science, Andrei Fursenko, university rector Alexander Tsyganenko was dismissed.
In turn, the temporary leadership of the university met the other demands of the strikers – a 10% reduction in tuition fees.
Meanwhile, the administration of the university has still not reinstated the unfairly dismissed teachers who actively participated in the strike and protests.

MORE THAN A THOUSAND WORKERS AT TUSHINO ENGINEERING PLANT COULD END UP ON THE STREETS

At the Tushino engineering plant, which occupies a huge territory in the Northwest District, an indefinite work stoppage has begun. Meanwhile, the products continue to be used every day – as they are the numerous trolley buses and buses around the city. Employees are assured: the owners are trying to bankrupt the plant in order to grab up land.
According to the company's employees, the problems began in late October 2010, when TMZ had a new CEO. The new management dismissed the personnel department entirely, along with the technical and occupational safety and innovation department. And the department for labour and wages has been significantly reduced.
After that, all the work at the plant stopped, and 1,150 employees have started getting two-thirds of their salary, with a stoppage without the workers consent, anf unfortunately attempts of workers to learn something about the future of their factory's leadership comes to nothing. At the same time the enterprise has formed a loss of 300 million rubles, although before that it worked at a profit.
On February 17, employees at Tushino engineering plant held a picket to draw attention to the issues. For two hours in a nearly 20-degree frost, people stood with placards in front of the House of Culture "Salute", which at that time was scheduled an extraordinary meeting of shareholders. About 70 employees n support of the picketers arrived, together with representatives of trade unions of ZIL and the Steel Works "Hammer and Sickle."

On February 27, 2011 in Krimsk, Krasnodar region, a protest action in the form of a rally took place, over rising prices for housing and utilities, food and essential goods. Many representatives of the parties, movements and organizations, from various districts and cities of Krasnodar region, including the head of Seversky district party organization of the AUCPB took part.
At this meeting also arrived the chairman of the Kuban Union of Soviet officers from Krasnodar - Major-General AI Topchii. He came not only to support the protest, but to carry on propaganda work for the Communist Party of the Russian Federation (CPRF) policy on the issue of a "people’s" referendum. The referendum is held from 1 February to 30 September 2011. The Major-General, speaking at the rally, told the audience that the holding of a referendum is a peaceful struggle the aim of which is to change course of the country, remove Putin, and restore socialism and Soviet power. Maj. Gen. was cunning at the rally. In the Krasnodar website of the CPRF an article on the events of 23 Feb. a statement published by the Secretary of the Regional Committee of the CPRF I.O. Osadchy quotes: "... To change the government and the country’s course, a struggle is needed. One of the ways is the election of deputies into the State Duma. Preparation of this will be a campaigned for a People's referendum ...". As they say, no comment. Speeches by Party members and activists at the rally in Krimsk were fair and of the AUCPB, and that all our troubles and suffering comes only from the capitalist system and private ownership of the means of production. Therefore, whoever is replaced by way of elections in the bourgeois regime, no matter what referendums are conducted, it will not become easier for us, but will still worsen. Management at PAVA (the Altai Territory, one of the largest grain processing enterprises in Russia) on Tuesday, March 1, signed a settlement agreement with workers on strike at the Mikhailovsky flour mill, reports chairman of the strike committee Vladislav Tsvil.
"Today a meeting of the Conciliation Commission, which was established in the enterprise was held. Most of our demands made during the strike have been met and we have signed a settlement agreement", - said Vladislav Tsvil.
The employer promised that from March 1 this year to raise staff salaries at the flour mill by 46.2%, and loaders who were the first to protest against low wages – by up to 50%. Chelyabinsk Confectioners on Feb. 25 held a protest, demanding higher wages and remuneration for unpaid wages over two years. As chairman of the trade union organization of "Uzhuralkonditer” factory Galina Kurbatov says, in January, the factory workers on average received 3,500 thousand rubles, though they had to work on January 9, when the whole country was on holiday. At the entrance of "Uzhuralkonditer at 4 pm hours stood about 300 workers.
They held banners with the basic requirements:
"Return the index of wages from over four years”; "We want a decent salary for 8 hours!"; "Down with the 12-hour working day" and others.
Workers of the Chelyabinsk confectioners were supported by representatives of the mining and metallurgical trade union colleagues and Zlatoust branch of the factory. The protest action was calm enough, the workers expressed their discontent, but mostly in front of cameras, the rest were standing peacefully with placards. It is worth noting that the management of "Uzhuralkonditer" did not meet with the protesters. .According to rumors, the candy factory is owned by one of the major banks, and its assets by the wife of former Mayor Luzhkov of Moscow, Yelena Baturina.

Workers went out on strike at "Mikhaelovsky” flour mill, part of "Pava" holding. More than 100 workers turned up for work but did not to carry out their duties. They are demandingpay riseswhich, according to them, has been frozen for several years. The Flour mill workers also talk about "intolerable working conditions, expressed in sweatshops system of working."
All of their arguments and demands were outlined in a complaint, which was sent to the governor of Altai Territory, the prosecutor, state inspectorate and administration of Mikhailovsky district.
We recall, that last year Governor Alexander Karlin has repeatedly said that the average wage for agricultural enterprises should be not less than 10 thousand rubles a month (approx £212). Workers at the "Mikhaelovsky” flour mill, "know about these statements made by the head of the region. According to the workers, who signed the statement, they get 3,5-5,5 thousand rubles (£ 74 - £ 117) a month.

At the Tushino engineering plant, which occupies a huge territory in the Northwest District, an indefinite work stoppage has begun. Meanwhile, the products continue to be used every day – as they are the numerous trolley buses and buses around the city. Employees are assured: the owners are trying to bankrupt the plant in order to grab up land.
According to the company's employees, the problems began in late October 2010, when TMZ had a new CEO. The new management dismissed the personnel department entirely, along with the technical and occupational safety and innovation department. And the department for labour and wages has been significantly reduced.
After that, all the work at the plant stopped, and 1,150 employees have started getting two-thirds of their salary, with a stoppage without the workers consent, anf unfortunately attempts of workers to learn something about the future of their factory's leadership comes to nothing. At the same time the enterprise has formed a loss of 300 million rubles, although before that it worked at a profit.
On February 17, employees at Tushino engineering plant held a picket to draw attention to the issues. Our comrade Alex Denisyuk, member of the AUCPB and one of the organizers of the protests by pensioners in Novosibirsk, has been sentenced to 7 days administrative arrest
Previously, we reported that in Novosibirsk early morning on the day of another “un-sanctioned” by the city mayor, demo at the Regional Administration on Feb. 21, our comrade, AUCPB member Alex Denisyuk - the leader of the organization of the Novosibirsk AUCPB, an activist in the movement for the restoration of unlimited travel for pensioners and people on benefits on public transport and that had been abolished by the Governor Yurchenko, was detained by police and thrown into a police cell, allegedly for "non-payment of fines to the Road Safety Inspectorate GBDD"
On February 22 at the magistrates court of the Kalinin district of Novosibirsk considered the administrative case against a comrade Alexei Denisyuk.
The court sentenced comrade Alexey Denisyuk for " failing to pay a fine of about 1,500 rubles - to 7-day administrative arrest "! Such inadequate severity of the offense and obviously earlier ordered court decision is nothing but a political reprisal in an attempt to intimidate people protesting against the sudden impoverishment and further deprivation of their social rights, especially - pensioners, under the constant chatter of the president and prime minister about their warm concern for the welfare of people. Such violence will only lead to strengthening of the protest movement. The authorities are themselves rapidly digging their own graves.

AUCPB MEMBER ARRESTED

SEVERAL ARRESTS MADE AS SIBERIAN PENSIONERS ONCE AGAIN PROTEST OUTSIDE LOCAL GOVERNMENT BUILDING
On February 21, in Novosibirsk, Siberia, another rally was held outside the regional administration building, demanding the return of unlimited free travel on public transport for pensioners and other people "privileged" on benefits, which were abolished from 1st January this year by governor Yurchenko’s decision. The authorities also this time refused to agree with the organisers on the rally venue, proposing that that the rally been moved from outside the windows of the governor to an uninhabited area at a local library, to where they attempting to send all rallies. Thus, this latest event went ahead without “mayoral consent”. The rally was organized by the "Pensioners – For A Dignified Life" and "Youth - For Veterans Rights”, movements which includes representatives of leftist organizations of Novosibirsk.
In the morning Russian police carried preventive detention of activists of the movement for the restoration of unlimited travel. Leader of the Novosibirsk AUCPB (All-Union Communist Party of Bolsheviks) Alex Denisyuk was detained and locked up in a cell for not paying fines to the State Road Safety Inspectorate.
Another Novosibirsk politician Igor Lobarev, when leaving his apartment, was met by people identifying themselves as CID officers wanting to take him down to the police station. He managed to escape and locked himself back into his apartment. He was also unable to get to the rally.
The rally was attended by about 400 people. The participants demanded from the Governor the immediate restoration of unlimited travel on public transport and chanted "Disgrace!", "Unlimited travel - to pensioners!" "Yurchenko, come outside, sneaky coward!"
There were also slogans: "Down with the "United Russia" party," “Let’s have socialism," "One solution - revolution!” and "Tunis, Cairo, Novosibirsk!"
A resolution was adopted at the rally, demanding the governor rescind his decision before March 4. Another rally is planned for March 4 in the same place, notice of which has been filed to the mayor's office.

SEVERAL ARRESTS MADE AS SIBERIAN PENSIONERS ONCE AGAIN PROTEST OUTSIDE LOCAL GOVERNMENT BUILDING
On February 21, in Novosibirsk, Siberia, another rally was held outside the regional administration building, demanding the return of unlimited free travel on public transport for pensioners and other people "privileged" on benefits, which were abolished from 1st January this year by governor Yurchenko’s decision. The authorities also this time refused to agree with the organisers on the rally venue, proposing that that the rally been moved from outside the windows of the governor to an uninhabited area at a local library, to where they attempting to send all rallies. Thus, this latest event went ahead without “mayoral consent”. The rally was organized by the "Pensioners – For A Dignified Life" and "Youth - For Veterans Rights”, movements which includes representatives of leftist organizations of Novosibirsk.
In the morning Russian police carried preventive detention of activists of the movement for the restoration of unlimited travel. Leader of the Novosibirsk AUCPB (All-Union Communist Party of Bolsheviks) Alex Denisyuk was detained and locked up in a cell for not paying fines to the State Road Safety Inspectorate.
Another Novosibirsk politician Igor Lobarev, when leaving his apartment, was met by people identifying themselves as CID officers wanting to take him down to the police station. He managed to escape and locked himself back into his apartment. He was also unable to get to the rally.
The rally was attended by about 400 people. The participants demanded from the Governor the immediate restoration of unlimited travel on public transport and chanted "Disgrace!", "Unlimited travel - to pensioners!" "Yurchenko, come outside, sneaky coward!"
There were also slogans: "Down with the "United Russia" party," “Let’s have socialism," "One solution - revolution!” and "Tunis, Cairo, Novosibirsk!"
A resolution was adopted at the rally, demanding the governor rescind his decision before March 4. Another rally is planned for March 4 in the same place, notice of which has been filed to the mayor's office.

UNIDENTIFIED PERSONS TAKE OUT THE SUGAR FROM GLODENI SUGAR FACTORY - WORKERS CONTINUE TO BLOCK TRUCKS

Events surrounding the Glodeni sugar factory, where the workers have for already a year an a half have been struggling for wages, have been developing ever more dramatically.
The stored at the plant 2500 tons of sugar is the last liquid asset of its bankrupt owner, the company, SA Glodeni-Zahar, and the last hope for workers to receive money owed to them. That's why people are on a round-the clock vigil at the warehouse doors to block access to the warehouse and prevent the illegal removal and sale of the sugar.
On the night of 16 to 17 February, at about 2 am, ten unknown individuals with their faces concealed face, opened the railway gates of the company, and took away with them 12 wagons loaded with sugar. Workers who carried out the blockade vigil of the plant, were in the minority and could not stop them. After that, the same unknown persons tried to open the gates of the road transport exit to get three vans loaded with sugar out, but the workers in desperation, ran under the wheels of trucks and were able to stop them.
